Its safer. It can still max port bonus but you cant attack it directly. You need to take the capital first.

@admin this is something you should seriously take note of, try to give use more reasons to craft 3rd rate and bellona over l'ocean, santissima, victory, Christian and bucentaure. The perfect and most healthiest situation IMO would be that the 3rd rate and bellona was crafted 1/3rd as much as wasa and the 1st and 2nd rates at the level of traders cutter, healthy for RvR and much more easier to participate if you dont have a 2nd or 1st rate

I miss the old port BR limits. Sometimes it made sense to squeeze in a pavel or use 3rd rates so you could fit an extra ocean in. It varied based on the port.

Pirate Frigate I believe is the biggest ship with  boarding bonus (always has 50 prep too).

So a lot of privateering folks like it for the quick boarding.

Its also stupid fast and has a great synergy with spanish rig refits allowing it to reach over 15 knts with ease. Its an excellent pirate ship.

To remove the first rate meta you simply have to make them less useful. The way to do that is through a change of the BR in port battles. 

 

I think you're misunderstanding, Im not talking about increasing prices for permits, i would simply take the permits of 2nd and 1st rates out from the admirality store and let them have a balanced drop chance from the epic chests and deadmans chests in the events.

The epic events are rng where they are around the map so people would have to find them and then do them, but that takes into account that no one else has the location and have the same intention AND getting back to port. And for the casual traders they would try to sneak the chests back to their safe ports long before any major clan shows up.

This would create a perfect High Risk = High Reward game where the 1st and 2nd rates are limited by the amount of epic events are done aswell as the spawn rate of the sunk fleet event.
