You can do it on Peace server. On war server once you can sail a 5th rate you must move out of the parents house. And visit enemy waters. Because once And kill missions exist only because players demand them. But the best way to progress is to hunt in OW. Kill missions will be more assassin jobs where you are fighting elite enemies for good rewards. Remember that not all PVE missions are in. Give new players 1 nation change redeemable after exam only Misunderstood your post, but few starting nation is better imo.
