Since it has dx11 and shader model 5 support, you will be able to play, but, most likely, low FPS even on low-med settings. Make sure to turn anti aliasing off as it is the main FPS consumer

Perhaps just a bit of unlucky:) Did you turn survival mode on right away you saw the fire under your ship status bar in the left top corner, or just when you saw the fire visually?
TheMarathaEmpire, could you please also try to set Compatibility with Windows 7 on the both client.exe and client_,exe files (here \SteamApps\common\Naval Action) to check if it works because there were recently cases when it helped to resolve the issue.

Unfortunately, your GPU (NVIDIA NVS 3100M) does not support DX11 and shader model 5. The only way to run the game is to upgrade GPU to match DX11 and shader model 5 support.
I'm sorry, had to mention it right away. Please, run the game launcher in Steam and pick 4-th options "Report connection tool", run it and leave it for a couple of min (it may freeze while working, just don't touch the app)
You are runing an outdated CPU, please follow the steps to try to fix the issue:
1) try to reinstall visual studio redist and the game.
2) If it doesn't help, go to "SteamApps\common\Naval Action\Client_Data\Plugins" and open CPU_WaterGen.cfg in any text editor. Replace "-- use_SSE4 = false" line with "use_SSE4 = false" (remove two minuses on front of it). Do the same with "SteamApps\common\Naval Action\Client_Data\Plugi64\CPU_WaterGen.cfg" file. And try to run game.
3) If the issue is still there, try to run the game by selecting "Play Naval Action Beta (x86) in the steam launcher options.
