As for the OP, we currently have a significant barrier to entry (need conquest marks for PB ships <> Need PB ships to get conquest marks), so all the players outside of sizable RvR clans are completely unable to craft their own ships to participate at all, and screening just puts them at considerable risk (since you have to stop 1st and 4th rates fleets while only being able to craft mostly 5th rates yourself) while others reap the rewards.

Generating hostility is still unappealing PvE grinding, makes for wonky ship choices since it's both PvE and PvP, and is hard work (on the EU server, no doubt global is mostly the same old uncontested crap) since it has to be rushed and is highly contested.

Reducing the hostility loss at maintenance (why is it even there?) and speeding up how fast it is generated would help, which is what it sounded like when the admin said that people would have to sail out and defend *now* if they wanted to prevent a PB.

It doesn't make sense to have a PB pop-up far behind enemy lines, unless there is an active enemy fleet doing it. So rather than racking up hostility over skirmishers from multiple days there needs to be a small decline over time.

The declination of hostility should have been something like 1% per hour, but I think the engine can't handle that. So now it is a drop at down-time.

Actually he wanted to fight the brits.  Even talked with his "old brit buddies" about it.  And you know what.... OTHER clans in the US and GB didnt want to do it.   The snowballed and stalled and himmed and hawed about it.  Instead insisting on attacking the pirates and failing not once, not twice but several times.

Hodo is correct.  One of the main reasons why we switched is because the US refused to fight the Brits.
