Port Fight Suggestion 15K Points Cap

My clan can field almost 20+ first so i am sayng this against my own clan interested but purely for the sake of the game

Since this game at end will be a proliferation of first rates, like titans in eve, imho the best solution is to rebalance a bit

the values of BR of the ships, that will allow nations to chose different approach of fleets, allowing nations with less first-2nd rates, to fight more even battles.

make deep waters pb based on points

15k points cap

That means you can bring a composition of first and escort, but not 15+ first.

This allow nations with significately lower ranks, to compete, simply by fielding more middle range ships.

example nation a: chose for a heavy setup:

5 santi = 900x5 = 4500br

5 victory = 900x5= 4500br

6 3rd rates= 3000br

8 constitution= 2400br

total = 14800 br 25 players

example 2 nation b chose for a middle range setup:

20 3rd rate= 500x22 10000br

5 santissima = 900x5= 5000 br

total= 15000 br 25 players

this means also to rebalance ships br for example victory cant have 900 like santi should be more like 750/800,ingermanland/constitution more like 400 and to make ships br related to crew and healtpoints for reflect better the in game status, so if you have 50% crew and your 3rd is at 50% of overall hp, it should have a br diminishing of -25% +-25% so 250. Pretty much the br of the ships is linked to their crew and hp status more then the "nominal" br

I am personally in favor of changing the composition of the attack fleet by design, not via a hard br cap.

Land in battles, shallows, depth of ships, the implementations of different fortifications, all those things will influence the composition, yet not force it.

Good idea, but first of all we don't know anything about Forts. We do know Forts are in development and they can change and balance battles with even 15+ first rates. If Nation is Defending and has Fort guns and walls maxed out, Fleet of 3rds with Fort can Crush 15+ 1st rates in enemy fleet. We shall wait and see how Forts will effect balance, but if they won't do much then your approach will be the best option. 

 

Mortar brigs will be 1st Rate killers. (Devs). Let's wait for more info on this too.

Don't forget crew mechanics either. Hiring, paying, provisioning, or training crew, depending on how deep the system goes, will definitely influence ship choice.

Putting a hard cap on these port attacks BR wise, would only be interesting for clans that can get the 25 guys with the most desired fleet composition in.

In reality it still happens quite often that random nationals join the port battle, and while that may be entertaining, it might not help the BR in the end, so if clans had plans to come in with a composed fleet according your suggestion, 1 random guy can screw things over.

I'm in favor of BR caps to port battles, but with the Land patch coming and Forts in development I realize that the BR cap could wait. I wish to see what land will do to battles, and Forts being added could help smaller nations (which tend to have the worst issue against fleets of 1st rates)

So if mortar brigs go more toward the fort-bombardment side, what should their BR be considered for port battles?
 
They'd be fairly ineffective against ships sure, but wouldn't they be more important in taking a port?

Having a BR cap would solve a lot of issue with the current power-creeping happening in port battle.

This could then be phased out in the future with the introduction of the land in battle, forts, specially designed map for port battle etc. which can change the meta of a port battle.

 

But for now, even if this solution has flows, it still remains the best "bandaid" fix for the time being.

I say wait until after the land/forts patch to see how that influences PB before adding BR cap.
