the 1,200 per day is with the trading bonus on the port.
but I guess it seems like that port bonus is not applying to the rare woods.
because if it shows 1,200 it SHOULD be 1,200.

Screening is tagging someone, but not keeping them there for ages without a fight. This is a legit tactic. When you screen someone out, you fight or you let go. People "screen" others out of a port battle and do exactly this without "fighting."
there is no black and white because what you think is fine and doesn't warrant a tribunal, others believe it permanently warrants a tribunal.
Screening is for the strict objective to not allow someone to fight what they want to fight, it's no different than someone attacking someone for the sole purpose of not allowing them to do something they want to do.

I am 100% for a total Clan v Clan, apart from that I disagree with your issues and solutions, but agree that the problem should be fixed. These 3 things would be what I would change to largely change/solve what players perceive to be an issue.
1. Clan v Clan - nation only as a dackdrop
2. Friendly clan list - any clan on the list is friendly to you (even clans in other nations). Players in OW - if friendly, would show up just like you see players in your nation.
3. Port Bonuses should be destroyed, completely. In exchange there should be more "Economic" bonuses. Stat boosts are hello kittying stupid. kill port bonuses as they are now. Look, I love port bonuses, I also loved the idea, but they were a mistake.
on a side note, It is interesting to note that the issue the pirates brought upon themselves is entirely unique...and while it probably is the perfect example of what "can be abused" the majority of the rest of the nations seem to not have the same issue here... 🤔
Other nations that possibly have issue with friendly clan list abuse or "satellite clans" are Russia and Great Britain - but I haven't quite seen the same irritations (except everyone hating on the BASTD clan).

What if there was a Nation combat news that gives that info for nation kills? This way the enemies would not get the info, but nation members would be able to communicate with the victim?
Maybe I am just being pessimistic... But I know a good few players that would do it.

If I understood the original intention correctly.
1. The intention of not showing the player name that got sunk was to stop any harassment upon the player. Personally, I would not prefer if the name of the player was shown that sunk.

3. again, I'd prefer if we keep it as only the killer - but otherwise I agree.
The playful taunting has become rather harmful very quickly in almost all the experiences I have dealt with or had the pleasure witnessing.

I like the idea.
We've had multiple suggestions in the past similar to what you're aiming to. Generally it seems we all want to create incentives for smaller nations/groups and penalties for larger nations/groups.
To be clear, are you suggesting that all rewards, from experience, kills, missions to be affected?

1. Port bonuses should only be economic boosts, kill all the stat boosting bonuses.
2. Lower BR on all ports
Players stop the perception of a better ship because of port bonuses. All ships in game lose the crazy stat boosting we have in game which allows us to go back to more strategy/skill (in my opinion)
A nation holding a high point port can make larger ships more efficiently - i.e. using less resources and less labor hours.
Lowrr BR allows smaller nations to participate in port battles - this doesn't mean offensive PBs may happen but rather the defending small nation has a higher chance to contest a port that otherwise they just give up now with no fight.
