wanted to ask you some explanation about these two perks.
If i'm right foreman helps you to make more faster labor hours and oversee just to increase the max of your hours.

Of course I'm agree with you since i'm a pirate, but, if i have to choose, i prefer to change my flag and keep the ports where i have building instead a nerf on shipyards and ships that i can sail with or without a compensation in reals or doubloons

More easy to remove pirates from the faction list, give them to the AI for port raids battles and other npc events around the sea, and use all the towns and the capital for the China faction
Without considering all the drama, the complain the angry for both solution

Maybe the problem could be how to give them a capital and other towns, from which nation you will take it? the owners will have a compensation? Or maybe add the south america and the pacific ocean side so they could start from there.

The consumption rate work only for stuff crafted by player or also for trading resources?
When the cap is reached mean that there is not possibility to place new contract for that item, for example tools or wood compass?

Effects:
your ship become a fishboat able to hunt whalesyou are able to fish 4 time more faster than normally using nets and once at day at sea, you are able to capture a whale.
example if you capture at 9.30 west indie time a whale you have to wait 24 hours west indie time, the clock in the fleet menu.
You can convert the whale into Ambergris, provision and whale oil, but you can use this option once at day at sea, see the whale capture time.
The result of the convertion is 75% provision, 20% oil and 5% Ambergris. During the conversion of the whale, the ship must be at 0 knot.
Maybe a timer on the left top corner of the screen with a fish to see how much we have wait till the next conversion.
If the player during the 20 minutes of the countdown is attacked and start to run, the countdown stop and will start from the beginning.
Since our ship are not made to be used like that we have malus:
- the cargo space is halved to have room to work the whales
- all the battle perk have no effect since the cannons are all moved on sides to have space
- reload time and aiming are all more slow +10%
- since there is infamable oil and tools, the ship is very flammable and is more hard to control fire for the crew so
Blueprint needs:
1x Sea Book
1000x Hemp ( to make nets)
1000x Iron ore ( for the harpoons)
1000x Coal ( for the harpoons)
1000x white oak ( for harpoon and to build shallops)
1x Textile machinery ( for nets)
2000 Doubloons ( fish licence permit)
This upgrade need the Whale Oil like resource , different whales to add at the fishes list and a counter to see how is available again the conversion

thanks to them you can pass undisturbed in enemy waters becoming a phasmidEvery enemy player that click on your ship to see who you are, see you like a friendly player unless he is in your tag circle.
In the tag circle he can see your true faction and:
the tag time of your ship is 3 second ( kill the traitors! kill the spy! Now!)
Using this upgrade will give to all your ship's stats random penality from 5% to 10% since men from different countries dont understand each other
If you tag a ship, all the nation of the prey will know who you are untill your reach a friendly port

Could be nice if they had, for the ground, what they mate for "This land is my land". possibility to make customs avatars four our captains, melee fights with guns and swords, maybe is the NA2?

dunno tracking the mac code of the desktop or some component, ip, and so on

IMHO first step could be reduce or cancel the possibility to use alts and see how thing go.
Then the Raiders are the good way could be improved adding some surprise events like riots: a in a random dock npc ships attack players of the same nation or the forts start to shoot yelling bad words. Dont loose the port but is like starting hostiity

i see, but also link the number of the ship type to the account could push players to use second account or the famous alts to store there the 1 rates

what about a tax tonnage? Maybe the models have a weight and for sure devs have data about the real weight of these ships..
That could also be used to balance big nation fleets like the treated after the WWI

A DLC chest with dobloons and random items could be a solution. Or just dobloons..

The main problem is to wander around to find something to sink.
I took a mission about sinking 10 Surprise at Cuba. Moved there and I started to go back and forward along the North coast. Nothing, on the way to home I found a t brig whit inside pudding and cheese, then when I decided to go back at home I was sinked. 2 hours for pudding and cheese.. That not help to keep people, is frustrating.
EDIT: since you use DLC to gain money why is not plaanned to make DLC chest with dobloons and if you want other random stuff inside?
