  1. Governments increase taxes to discourage bad habits. A fairly simple way to incentivise people to leave the safe zone is to change the taxation rates. There should be an increase in the taxes for ports in the reinforcement zone to between 50% and 100% rather than the current 10% and give player owned ports the choice of varying it between 0% and 100% rather than the current 0 to 10%. Sure, some clans of wealthy ports might take the mickey and increase taxes right up but that would also further incentivise attacks on them providing more content.

    This would be further enhanced by clans being given the option to "consume Spanish goods" etc or "produce Spanish goods" to increase the consumption of or drop rates, of certain goods. This would create fluid trade routes which could then be researched and raiding. More PvP, more content etc...

  2. I had no problem with the tutorial and expect that people seem to be having problems because they're not firing single shot and not aiming.

    The only thing I would change is the endurance test when that additional brig spawns after you defeat the first. Perhaps it should be stated at the beginning that you have to kill two, one after the other.

    In the sailing exam you should definitely teach newbies how to tack through the wind.

  3. @victor for once is right to defend the rights of PvE players on the server. Most people do PvE for a long period of time before getting into PvP and RvR. Making them ragequit through frustration prior to that in the long run denies content to the rest of the server. The problem that many seem to have is thinking long term and looking for short term gratification in terms of kills. It's like the reinforcement zones. Do they annoy me as a raider? Yes. Would I remove them? No. It prevents overfishing like what happened to the Dutch previously. A few raiders at one point crippled their economy and now it isn't possible.

    We should ignore the issue of alts when making general mechanics. Sure, will there be alt farmers? Yes. The question is why does it matter? It doesn't really because all it means is that they're crap players and they'll be sailing fancy ships which will be easy to take off them because they're crap.

    Protecting lower ranked players should be a priority, especially given the overfishing of the seas of late.
