limited ammunition

@adminwe could scavenge ammo from killed NPCs same as we do for repairs. Also, add trade between ships in battle and on OS and you will never need to worry about people complaining about ammo. Not only that ammo production will boost Economy and player activities. I understand it takes time to program and you like short cuts, so I am not expecting anything.  

P.S. fix repair quantity and make them 1 repair kit repairs X amount, and not 200 repairs repair X amount. Just silly.

Absolutely make it a reality. Id say it will only balance gap between big ships and a small pesks. How? Well small shit wont be able to tag big ships and pester them for two hours then run away once things get crappy for them, because now they can as ammo is unlimited so they can stock on the repairs and leg it. A snow should not be able to pest Agamemnon and then run away when it pleases. Is there a point in having anything bigger than snow? No, because you can jump someone in it and pound them from distance until they give up or you stern camp them to death and if shit hits the fan you just leg it and if you lose your ship, well, not that expensive to replace.
When ammo is limited, people need to decide to what tactic they are going to apply and if you want to shoot a lot then you are going to have to compromise with repairs or rum quantities. Is it going to be stern camp? Get more round balls, if you wanna demast then chain, boarding? Get grape too, but then prepare to get your arse raped if your tactics don't work, because your sails or side will be shredded to shit and you wont be able to repair it unlimited times anymore.
Tedious as mod said? Hardly tedious if you make it easy to make or acquire the ammo.
