I think the purpose right now IS to exploit things like this to prove that they're problems, repeatedly if necessary, as more data can't hurt. To use it and not report it as an issue doesn't help, though, and to use it purely to game the system is pathetic. This should already be in place imo. They could still sail miles in the wrong direction and do multiple other things to interrupt the flow of things. The only faction that would be able to do anything about the exploit under your suggested system is the Pirates as they could attack their own carrier.
