What would these numbers really tell us? Would we not need to know their timeslot as well? And what about their skill / combat prowess?
If we had all that information we could address balance, but it would also expose a Nations weakness (for free) which, I can guarantee, would be exploited.
Ultimately we want everybody to be able to seek a fight within roughly 1 hour against someone playing at the same time.

I pay 73% taxes, I know the system in and out. These mechanics are not equal to income, sales or value added taxes at all.
You will not have a choice to fight. Your only choice is how to ensure enough money to come in to keep up the payments.
What happens if the enemy decides not to undock? Will you PvE or trade? That is the choice you are given. (You could go into the green zone and experience the ducklings though.)

The New Clans, BLACK, SORRY but also including SLRN, learned new rules.
Do not show up for fights you can not win. Or not fight them at all.
Don't put at risk where no gain can be made.
Make sure you get into fights on your terms, not equal terms.
So when you speak of SLRN, I presume you mean Old SLRN. I know for a fact New SLRN does not have honor anymore.

Then the Nationals can keep their identity.
Trolling and griefing will happen in Nation again anyway because there is no way to settle disputes over (resource) ports. Something is needed.
TL;DR No Clan Wars within Nations. Nationals must retain their National identity and are not allowed open warfare.
Pirates should be able to stick it to one-another and something is needed for Nations to resolve disputes. Those are items for another Season.

@Duncan McFail there is a 25 1st rate British Fleet in Belize. How about you take Ambercrease Cay and Placentia? I'm absolutely positive they will come out with their fleet.
