A combat mission mechanic that (could) create PVP

Why not allowing players to enter combat missions with any ship they like (i.e. doing a 4 level mission with a 3rd rate) but - if the ship of the player is above the suggested mission rank - the mission stays open on the side of the NPCs?

This would create e risk vs reward trade off: if a player wants to make a mission "the easy way", he has to face the risk of a player jumping him.

The outcome should be more people out missioning and more PVP.

PS: to make more people going out missioning, I'd also suggest to put more 5th rate missions around.
