Captain Jean-Luc Picard Posted April 4, 2017 Share Posted April 4, 2017 The Histwar games do custom orders of battle pretty well as an example, for something free but still realistic with what if variations, the swithing of commanders between troups etc. unlimited anything is a great way to drop your fps to 1.
