Re-entering OW in Shallows after battles

Seems like the frequency of battles out of Kingston and Carlisle being placed adjacent to the shallows North of Pedro Cay has increased.  As a result of this have experienced re-entering OW in the shallows.

 

If you have a deep draft ship and don't have a teleport available...

It happens too in S. Cuba missions. 

 

And many times missions in gulf of Mexico deploys inland, outside the map.

I am not sure, how exactly this appears, because I've tested OW spawn after a battle near Georgetown. I was tagged in the bay, then managed to escape and stayed in battle screen, surrounding the island half before dropping out in the bay again which I thought was exactly the same position where I was dragged in the battle. So I assumed that you always drop out of battle at the exact position where you got in, no matter how far you were sailing away from that point during battle.
