If you have a laptop, you are probably out of luck.  Typically with those, you can't replace the gpu and have to buy a new computer.

Video card: Game requires a video card with full DX11 and Shader Model 5 support with at least 1GB of video memory.
nVidia gtx 460 and higher or AMD Radeon HD 6450 and higher are required.
nVidia gtx 660 and higher or AMD Radeon R9 270 and higher are recommended.
Intel GPU is supported from Intel Iris 5200 and higher but not recommended due low visual quality and performance.


For desktop gpus: 

I don't know much about amd gpus because I haven't bought one in almost 10 years, but here are a list of nvidia gpus.  Anything gtx 460 or newer should be fine:

Can somebody tell if these specs good for naval action ?

your post says the card supports shader model 5. Thus you will be able to play NavalAction.

 

@Kookaburras:

Shader model 5 is a tech requirement. Now and for the near future. Maybe forever.

Only very old cards do not support this technology. And such GPUs wont be powerful and soften the overall gameexperience.
