On losing a battle, I'm pretty sure you get transported to the nearest national port, not your nearest outpost...not sure whether Free Ports count....

Seems like the frequency of battles out of Kingston and Carlisle being placed adjacent to the shallows North of Pedro Cay has increased. As a result of this have experienced re-entering OW in the shallows. If you have a deep draft ship and don't have a teleport available... Stuffed you are
