Strategy General Posted January 19, 2020 Share Posted January 19, 2020 I recommend placing a new naval officer on a cutter. Since he will be the only captain all his stats level up together. I tend to not get hardly any level cause they die just about ever freaking battle once they rank up. Strategy General Posted January 19, 2020 Author Share Posted January 19, 2020 I haven't noticed any thing different. My officer casualties have been light. Currently my staff contain the following My navy has 3 Commanders 7 sub Lt. 1 Lt. 2 Captains 6 midshipman My army 2 Colonels 2 2nd Lt. 1 ensign Go to the harbor screen. Mouse over officer portrait under that is a yellow progress line. After each battle check to see if it has moved. That is how you can see the level progression.
