It doesn't make any sense - if it's there to prevent ganking, then make it only apply when the defender is in their home waters. If an enemy sails his ship right up to a capital, why shouldn't they be outnumbered and destroyed? The need to protect from ganking is presently unnecessarily blanketed over the entire map, which makes no sense. 

 

If you get destroyed 1v5 outside Port Royal as a Swede, then you only really have yourself to blame. That's not getting ganked - that's failing to attack in sufficient numbers.

 

If you get destroyed 1v5 outside Port Royal as a Brit, then you are ganked - it's no fun and it prevents players from progressing and should therefore be stopped.

 

Gank protection really only needs to extend to a home port or port(s).

 

If all you want to do is fight arena style naval battles then go play Wind of Luck.

 

The whole concept of this game, and its greatest strength, is built around the idea of an open world and areas of varying degrees of danger. If you sail to an enemy capital alone, SURPRISE!, you will get outnumbered and destroyed. If you sail alone to an enemy key financial port, you will probably get outnumbered and destroyed. But if you're smart and sail alone in the right areas, you can fight your single ship battles. Or... you know - you could just use the in-game interface for ship duels...
