And idea for give pirates a fun role in the nations fight for ports ownership

Why not make that ports/city owned by various clans/fleets, get their resources from fleet of npcs  of merchant ships lightly/medium escort that  bring materials into such ports? wood, iron, tobacco etc, ports owners can set trading  route of such resources between their owned cities, or for example make a capital sys that receive resource from all other cities.

 

This way pirates players can "intercept" for not say blocade such exchange, while navy players will defend theyr own commercial traffic,  This could be a good way to force players to interact and pvp for protecting their income/trading routes, making for real navy players "patrol" their area, while other navy try to interfer and pirates too 

 

 

This will require each city to maximum get 2-3 natural resource while need the rest, promoting exchanging, will be cool also have a development tool for the ports, where the clan that owns it, it upgrade so the port can be able to build 5-6 rates than 4   3 2 1, upgrading the iron mines for get more iron or wood etc etc  Giving a big sense to the clan life for work together for defend and improve your port

I like the resource idea.. sins of a solar empire did this well.

However this seems like you have in mind only the pirate side of the economy. 

 

I imagine blockades and naval raids rather than super heroes pirates blown out of all proportions. Although for the Caribbean theatre I guess it is a little more likely.

Other navy will do same gameplay, is a way for make pirates have a role in this.. image a france society payng pirates for helping them blocade a britain society port

Pirates role is to skulk in the shadows and run until they can attack weaker prey for profit. Pirates need to get in and out before more powerful navy ships arrive... in this game though pirates have access to powerful state owned navy ships. In reality privateers are the best way to play for those who want to be pirates... this way you can have a well designed ship purpose built and equipped and be protected by the state and yet still be smaller than navy ships..... but closer to them than pirate junks.

Their is nothing glorious or brave in this... nothing noble.

 

Pirates just need a way to water in private and rarely come into any real ports... if so in disguise.

Since pirates had little means of supporting their ship in terms of dockyards and such they need to be able to convert their booty in neutral towns in secret. 

These kind of mechanics are what pirates need... I would also support a way for pirates to come back to a faction if some how pardoned after helping a faction many times over or taking letters of marque. In real life this would almost always if ever be the country of birth.

 

99.9% of pirates lasted less than a year you know and used small ships not capable of defeating a navy frigate.
