Overpen cause fire?

I just played a mission with a ship without deck armour. All the hits I caught on the deck were overpens, but they all caused fires.

But isn't an overpenetration when the shell punches right through the target without initiating the fuse? An overpenning shell should just be the effective equivalent of an inert piece of metal. How can that cause multiple fires?

All the shells that his me were AP shells by the way.

Solid shot AP can cause fire if it hits ammunition or other highly flammable items. This happened at Yalu River, where the Chinese battleships were using AP shot in their main guns.

The same could happen with overpens. For the game, I agree that the chance of fire should be lower with an overpen. It might already be: I'd be curious to know.
