Resources drop rate in port

Hi, 
I've noticed huge resources drop in port after some actions were taken. 
I've send PM (in Russian, but could translate it if required) to @Ink few days ago but since it stays unread i'll post post here a message to pay attention on it.

It has all needed details and proofs, but still should be tested to be sure (I hope you have a test server to test that behavior and report if that's fine or not).

Also, I could post details here as well, but because that bug could have some effect on economical aspect of the game I decided to write in PM first.
