The way that raiding of ships (prizes of whatever variety) is currently set up leaves a lot to be desired.

 

Being able to 'pin' a bounty on individual raiders would be a good way of correcting this balance, allowing for those protecting trade or smaller ships (an historic role) to be recompensed for fulfilling said duty (not necessarily time consuming), whilst also creating a new challenge for those 'ganking', who would then have to team up or become more opportunistic. 

 

In general this would be a good way of creating the right incentives for the cat and mouse game of small scale naval warfare. 

Those 'ganking' would be able to measure success (pride, infamy etc) by the size of the bounty on their heads, and those hunting said raiders would be able to get a benefit whilst protecting trade. 

 

Naval trade merchants frequently clubbed together to put bounties on known privateers (of whatever flag) and it would add a nice dynamic to the game, likely leading to larger raiding parties and therefore a greater chance of more open world large scale combat in theatres different to Port Battles (which unfortunately at present monopolises OW battles). 

 

Happy to hear thoughts and suggestions, but it's potentially a mechanic that could be expanded.

Don't take this the wrong way, but what mechanic are you missing exactly?

To me it looks like you are already presiding over a prize court that governs bounties.

Any rules that would be implemented in game, might be easily exploitable.
