  1. Yes! more meaningful rank and position, and a limited number of top rank admiral for clans/ guilds to contest would generate an interesting politic within a nation. I suggest keep the existing crew number and improve the rank system : As a late game rank, flag officer, an admiral can recruit player to serve under him, each admiral has resources allocated to him according to his rank, he can provide ship to his men (low level player) with his own money or his admiralty point, in-return, he get X% of price money,exp, admiralty point from his squadron member doing PVP or PVE, he can use it for rank advancement or buy a permit to build a 1st rate etc.., the admiral can also issues specific PVE and PVP mission to his squadron to generate unrest in a region he wants...etc. With such a huge responsibility, flag rank should be optional in the end game and required admiralty point (PVP point), money or exp to attain, casual player who wish to remain as a normal post captain can do so and his title will remain unchanged, unless he apply for promotion. As a flag officer he can: 1) command of a squadron, (formed by real player or optional: NPC captain<this NPC is a character, he will go hunting automatically and level up, but no very effective, PS: I prefer real player only) 2) strategic game-play, ability to control NPC fleet? 3) Issues daily PVP, PVE mission to his squadron member and share X% of price money, exp, admiralty point in return. (similar to the new player crafted ship mechanic) 4) certain amount of free admiralty point to use (example: basic free ship to newbie serve under him) 5) provide ship to the squadron with his own money, (with better ship, chance of success increased = more shares of price money, exp) 6) buy permit to build a 1st rate (assuming 1st rate is even harder to obtain and required a lot of resources, this is where shared price money, exp mechanic will come in handy) 7) squadron based crew pool, PVE or casual player can train fresh crew, these experienced and better crew can transfer to the line-ship or frigate for PVP/ port battle, an effective squadron is a team effort! 8) offer services to the governor (to get a home-port or operational base) or join a clan, it is up to the admiral on how to run a squadron, a squadron could be clan based or open to everyone 9) optional: offline squadron mate as NPC escort? (limited by operational range) 10) optional: promote squadron member to post-captain, an admiral's recommendation (cost money and admiralty point) can reduced the requirement to obtain post-captain rank (Being "made post" should be significant, as he can command a rated ship, people not in a squadron need more exp to reach post-captain) 11) advance to higher flag rank to increase squadron size (required extensive admiralty point, money, exp etc) 12) influence the appointment of national high ranking officer by vote or admiralty point/ membership in the admiralty board This can add role playing element and naval practice in game, imagine the day you reached post-captain! ha!

    What I love the most form potbs is the fun of exploring different harbours and towns, walking in the street and see all kinds of architecture was a great experience. I even found the avatar fright during mission was quite interesting.
