An Act
Declaring a limited state of war between the United States and the Royal forces of Great Britain
Be it enacted by the President of the United States with the authorization of the Senate of the United States of America in Congress Assembled, a state of war will now exist between these two nations.
This act is in response to such Grievances as follows,
First, that there have been numerous incidents of British aggression towards US assets along the American coast for an extended period of time with no diplomatic apology given,
Second, the British nation has engaged in hostile activities towards nations that the United States views as friends and trade partners; most specifically the Kingdom of Spain and the Royal Dutch Provinces,
Third, the continued British occupation of both Florida and Cuba is a destabilizing factor in the northern Caribbean.
Due to these grievances, the President of the United States is hereby Authorized to issue Letters of Marque and General Reprisal to private Armed Vessels of the United States Commissions or Letters, in such Form as he shall think proper, and under the Seal of the United States, against the Vessels, Goods, and Effects of the Government of the Aforementioned Nation, and their Subjects.
This declaration of war will be localized to the regions around Florida, Cuba, and the Gulf of Mexico.

Military Alliance Between the United States of America and the Kingdom of Spain

We firmly believe in the fact that both factions can benefit from the fight against common enemies (which outnumber us all).

Taking into account the number of fronts open against British and Pirates, we will work together to protect the national sovereignty of both nations.

We recommend and propose the advance of the USA by the pirate islands, at the same time as the Royal forces of Spain advances by the pirate territories off the island of Cuba, so that with the two factions a simultaneous barrier is created in both borders.

We also recommend and propose joint advancement against the illegal British occupation in Florida. We can study the distribution of the area. We also recommend and propose the joint advance against the British in the rest of their near territories.

Any attack against cooperative forces of the United States or the Kingdom of Spain would be considered in the view of this alliance as an attack against both.

If either party wishes to engage in additional alliances with other parties it is requested that they inform each other of such events as they transpire.

Currently the diplomatic stance of the United States is to remain neutral during the Great Tobacco Crisis.
As always the United States will protect it's national sovereignty and if this becomes threatened, the required parties would be informed.

Well there is no "build-up" at least not from the US perspective. All we have done is set the limits of our territory. The US views itself as neutral and willing to trade with fellow nations as we did before map reset and will continue to do now.

Statement of Understanding and Non-Aggression
Date 17 September 2017
On the one hand, the United States of America.
On the other, the clans of Spain TEARM and ARM.
1) By this treaty, the parties commit themselves not to make war between them, neither in PVP nor in PVE establishing an area of influence for each one of the parties.
2) The United States will have its southern border in a line between the cities of Cayo Biscanyo and La Desconocida, to include the cities of Bimini and Little Issac’s Rocks. North of that line is sovereign United States territory. To the south of that line ARM and TEARM will be able to conquer cities in the shallow waters or shoals.3) This demarcation line will not stop the US from attacking Pirate (and other nation ports except Spain) to the south in the interests of protecting the sovereign national security of the United States. The same as ARM and TEARM clan, can attack any port north of that line of every nation but US.
4) This pact only affects the clans of Spain TEARM and ARM. The rest are not included in the agreement although they probably will not attack the US.
5) In the future, if both sides want to advance in friendly relations, they are permitted to sign an alliance agreement to fight against common enemies, such as Pirates.

This is a must have; clans are working together and if a clan by mistake sinks 1 hostility point more than the clan intending to get the port battle, there is no way to transfer it. This is already leading to a domino effect of issues such as letting all that clans ports go neutral just to transfer one port. We NEED a mechanic to transfer ownership of ports.

Be it enacted by the President of the United States with the authorization of the Senate of the United States of America in Congress Assembled, a cease of hostilities will now exist between these two nations.
The treaty as agreed to by both parties is as follows:
The military forces of GB and the USA will immediately cease RVR hostilities against each other.
The US will release control of the Bahamas to the forces of GB.
GB will transfer the port of redacted for security in the Bahamas to the US as soon as possible.
The US will authorize trade deals with GB for white oak / teak
The US and GB will normalize relations and inform each other of authorized national diplomats
