I don't know what happens if you survive the Fleet Practice but if you die, you spawn again in the same ship right OUTSIDE the port from which you started.

A Diver perk, so I can finally loot the ship I sunk after taking half a freaking hour to maneuver close enough to it in my first rate, after the lee wind update...

It's a game of patience, the good books get dropped rarely, you have to do a lot of PvE...or buy them...or craft what you can in admiralty.

In PVE (pve server) you can get a first rate by just capturing it from NPCs, buying it from other players or buying permits for combat marks and craft it yourself.
In PVP (pvp server) you have to use pvp marks or victory marks to acquire a permit, you can also capture it from other players or just buy it for gold from other crafters
