I've noticed that when you buy a flag and attack a port there are a lot of ppl that is not intended to be in that port attack that join regardless of what they are being told. I'm thinking that in the first 5 prep minutes the guy planting the flag should have a menu that says who is trying to enter and with what ship, so he can approve and deny who is joining the attack. Maybe we could do something similar with the lord protector of that town (if he is online and within range of the port).
This way the organized people would have an option of building something in the first 5 preparation minutes.
