It is not the first time something like this has happened. He has been spying on Willemstad to see who comes out to report it to his friends. If you could attach a terms of use agreement that was agreed to when purchasing the game that would be nice. If you are a spy - stay silent. If you admit you are an alt of another nation your alt will be permanently banned from chat. Report open alts by using the report function. CharlieZulu, regarding the use of a second account, i suggest you take note of the ingame rules from which i quoted a segment that suits this tribunal. From now on, players who purchase flags with the sole intent of blocking others from attempting to capture a port risk losing their XP and Assets. If you are not buying a flag to decoy as part of another attack, or to make an attempt to capture a port yourself, you are in the wrong.
