Need a better way to change ship states

Clicking through every single ship to set them to "limited" or "in being" (which you effectively have to do now because of maintenance costs) is an absurdly bad user experience. We need a way to change the state of multiple ships at a time, whether that be in the fleet menu, changing the state of all ships at a port, or some other means.

You can use ctrl- or shift-click to select multiple ships at once to set their states at the same time. It also works for setting the port you're building a ship in. Doesn't work for scrapping, though.

You can set the fleet to In Being that way, but not entering or exiting mothballed state.
