Ultimate Admiral Age of Sail (Not Dreadnaught) will not load Siege of Toulon (Ch. 4.1 in the Rule the Wave Campaign). Chapter starts, but battle will not load.

Chapter 4 loads but that battle will not and the game crashes. This roadblock leaves me no way to continue. I reported this multiple times in game but got no response. Upgrading my RAM from 4 to 16 Gig made the earlier chapters load faster but does not cure this issue. Solutions?
