There is no ocean just Grey and no Hud at all

Been playing on and off for some time now. Currently re-installed the game to find that the ocean doesn't exist it is simply a grey surface underneath. And there is no HUD at all. When I press Ctrl+Alt+Shift+z it simply removes the green direction pointer and nothing else changes. 

 

I might be missing something simply but I have tried numerous things in  settings and all to no avail.

 

Any help would be greatly appreciated.
