Prevent Basic Cutters from PvP

we all want to see diversity but basic cutter should have 0 battle rating so they cant just grief all day which is all they seem to do atm -
after last nights maintenance i logged on to find my williams bay outpost was gone along with my niagra, mecury and about 500k worth of crafting mats and upgrades. Just wondering if this happened to anyone else
