This is what everyone says in all of the French leadership chats so I don't know who you thought you had a deal with but it must have been with them, individually, because nobody else had ever heard of your "deal", nor are we interested in it in the slightest. (I suspect you made this deal with ICS members? They never communicated it with the rest of France, although in their defense, we really would have rejected it anyway and I think they know it.)
You are still welcome to take Bovenwinds from us, however, as that was in the agreement with the Danes and orders have been issued to not interfere with any Swedish ships that are grinding up contention.
There was no "no PvP" arrangement with the Swedes and that was very intentional. Make no mistake, we do not want Swedes as friends. It's more trouble than it's worth.

The sane thing for all parties would be to play it safe and stay out of each other's hair. My guild was planning to immediately head out west to a Brit free port far away just to help things cool down. Danes should have immediately gone over to support BLACK in Haiti or something. We wouldn't see each other, we get Sweden sorted out, problem solved, everyone is happy.
The only reason we are here is because CCCP would apparently rather play games than just go fight Brits.

Attacking a French owned port is not a swap between "Swede and Dane" is it? It's a French port. Try to keep up.
Maybe more to the point, every thing I keep hearing from Chailang and now you pushes France further and further away. You both have a real funny idea of how to attract people to your cause. We tried to be reasonable weeks ago and got nothing but flak from CCCP and limp flailing from BLACK. Now you're here siding with these lamers over a topic you apparently have no clue about.

Your problem at hand is that both sides cant agree on certain things. Separate issue. Do not label people breaking a deal they have never accepted.
I'll explain how it works and I'll try to use small words so you can follow along.
CCCP looks for weakness and exploits it. They saw weakness in pre-reset France and they saw weakness in ICS. This is when they break agreements and backstab, as they did with us.
They suck up to you because they think you're strong. Best not let the British prove otherwise or you'll be next on the list to get backstabbed by Chailang.

We had people in the ICS teamspeak when they were talking about having CCCP flip it during the early morning. ICS wanted this because they could have more people online then and they were not happy that other French clans were getting so many people into the port battles. We have heard this with our own ears so either you are lying or you have traitors within your own ranks who did this "accident" and lied to you about it.

It is only out of respect for the other French clans that Purge is not going to flip Road Town tonight.

There are much, much easier ways to get us on the side of the pirates. We would be 100% with the Pirates if not for @chailang who continues to provoke us.

Hopefully the British! Now is the time for them to be striking. They won the defense of Port-au-Prince. From the stream I was watching of that, they just had tons of big screeners outside and the Pirates were a little short on manpower to handle both the screeners and the port defense.
France-Denmark-Pirate was, I think, the goal. France has a lot of really good PvP clans and most of them want to go fight the British.
But you see the nonsense we have to put up with.
We can't get to Britain because we are constantly dealing with chailang's childish antics.

It does highlight why nobody should deal with CCCP. You need a team of lawyers to write any agreement with them or they will weasel their way to an advantage over you with your own treaty. There is no sense of cooperation or wanting to work together with them. BLACK made a big mistake allying with them. They bring nothing but trouble.
BLACK could have used CCCP help against the British but they can't because CCCP is still attacking French ports and still has a peace treaty with Britain.
BLACK could use French help but CCCP is pissing us off.
I do not see what CCCP does for BLACK except drag them down and bring them even more enemies.

Attacking a French port is not an "internal affair". Any French are also free to attend that port battle in defense. If you attack any ships in that port battle you will be in violation of the treaty and will owe those captains an apology and 125% of the value of their ship.
Agreement says you cannot sink French ships.
It does not say we cannot attend our own port battles.
We agreed to give the ports to Sweden. You are not Sweden.

Thank you, I was not aware that @Duncan McFail was guildleader of CCCP. I will talk to him.
You are making it very difficult for France to ever assist Pirates in a war.
France will not help those who stab us in the back and hide behind a loophole. We are not lawyers who craft perfect treaties and no doubt you can find other loopholes. But there will be no more treaties if this is how things are going to be with CCCP and BLACK.

You must recognize you are creating bad relations with France.
If you attack Bovenwinds you are creating a situation where it is impossible for France to cooperate with Denmark or Pirates in future deals. Are you trustworthy or not? We will know depending on what you do with Bovenwinds. We consider this a violation of the spirit of our agreement and we will not make future agreements with people who act like this.
You should be focused on helping the Pirates, rather than angering France again to create yet another war.

Thinking about this some more:
To keep people from making 1-man guilds and getting a bunch of free dock space I'd be perfectly content if this was a really expensive option.
Like if guild warehouse comes with 0 dock slots but dock slots can be added for like 500,000 gold each, that would be acceptable. Or maybe you get 1 free slot for every 5 people in the guild (starting at 5, so 1-4 man guilds do not get a guild dock space).
Honestly we just want like 3-5 guild slots to store new ships for guildmates and to make it easy to have shared Indiaman.

PURGE agrees to this in the name of finding enemies that we don't have to fight at 8 in the morning.
We (the French) put Road Town and San Juan into contention last night for a port battle tonight but by request of the other clans and in light of this deal being signed we will not be attending those port battles.
To be clear to other readers, this agreement is not an alliance. It is a Non-Aggression Pact between the Danes and the French clans.

I assumed that a capped speed meant that "15" was your "1.0" on the point-of-sail speed charts.
That is, a Snow with 20 speed and a snow with 15 speed do the exact same speed on a 45 because they are both rounded down to 15 before the point of sail penalty is applied.

tl;dr: The major deciding factor on your reward for winning a port battle is based on how much contention you generated in the process of flipping it.
Everyone loves Conquest Marks.
Getting everyone to participate in the contention grind is the hard part.
What if your reward (currently Conquest Marks) was based on the effort you personally put into the flip?
Attended winning port battle: 1 mark.
Every 250 contention points you personally generated within 24 hours of the port battle: +1 mark.So do-nothings who show up can still collect a reward but they will never get more than 1 mark per day. Ideally I'd give them less than this, like 1 mark every 2 days.
People who actually did the work to create the flip get the real payout. Maybe they get this even if they didn't attend the battle. You put 1000 points on the port but couldn't make the battle? If your team wins you still get 4 marks per day. (Prices can go up to reflect the greater average income most people will be getting.)

I'd be interested in seeing a battle of 25 Aggies vs 25 Connies some day. Aggies are the better lineship but the way circles are, it turns into a brawl and I think Connie is the better brawler. Connies can be made with regular old combat marks obtained via PvE. My guild has done so many port flips lately that we're rolling in combat marks these days (from the NPC grind).
Incidentally, admin recently hinted about an idea to reward Lords with extra labor hours instead of marks. I do like that idea. A big nation can make more lineships more easily due to the extra labor but they still have to haul shit everywhere. A poor nation with 1 port could still work their way up to lineships at the present rate.

Just to clarify,
The real problem with the original Danish agreement created by LaKron was that no time table was secured for the return of Basse Terre and Grande Terre. The moment the Danes said they're keeping it until Diplomacy returns to the game (aka "never"), we considered the deal to be broken and attacked immediately.
We've spent 3 weeks punching the Danes in the face just to get back to a real version of the original deal (where the timetable for the return is "now").
Personally I would like to just keep doing this. Keep punching the Danes in the face until their nation is destroyed. I do believe we can do that with the forces we have right now and from everything they've said and done in the last 3 weeks, I feel they fully, absolutely deserve this. (By contrast, I oppose taking land from the Dutch. They are reasonable people, fun to fight and I have no desire to see them get crushed out of the game. If they get about a dozen more prime time players they'll be a real fight.)
The Danes made a serious mistake by dragging this out for 3 weeks: they forced France to learn how to become more efficient at grinding ports. It's not nearly the chore it used to be. I'm happy to keep doing it at this point. The only reason I'm even willing to think about backing off is because the other French clans want us to.
If I was King of France we would tell the Danes to use their forged papers because that's the only way they're getting out of this. They can forge and go France if they want. But I think Denmark should be crushed now.
Interesting footnote:
You can't crush a team that loves OW PvP. It's just impossible. They can do their favorite activity forever with one port.
You CAN crush a team that loves 25-man 1st rate port battles. That takes a lot of hauling, money and organizing and is exactly the sort of thing that can be stomped out.

Every type thinks their type is what's really best for RvR and is really the best balanced and takes the most things into consideration. Every type thinks they're that magical unicorn type you are proposing.
The moral of the story is every type steps on every other type's toes and none of them will relent because after all, their way is the best and it's ridiculous that other people don't see it and play like them.
What this game really lacks is the mechanics that help the types work together (or possibly just eliminates some of them). Planetside solved the problem by creating a game that literally only allows Viking Raiders to play it. The other types are mechanically eliminated.

Allow Teleportation AWAY from Free Ports, but not to
in Current Feature Improvement Suggestions

I keep coming back to the problem that the game would be more fun if it was easier to get around (for anyone who is not Pirate or British).
Raiding out of a free port is just a huge PITA. 2+ hour sail there, fight a while, then 2+ hour sail back. Ain't nobody got time for that.
I propose the following:
Let us teleport into national port outposts from any other outpost, including free ports but not the other way around.
This helps maintain that going to a Free Port is still a big deal. It's a commitment. But if you want to get back home for whatever reason, that's not a big deal. The people who presumably drove you away still win: it's going to take you 2+ hours to get back, but at least it's not a nightmare sail both ways each time.
