"Citadel Armor" 's depiction is make me confused.

I have 2 theories about penetrating power.

for example I suppose there is a gun w/ 30 inches penetrating power and double armor thick 10/10 inches. when gun shell penetrate first armor and going to hit second armor. the penetration will be...

1. (30-10)*50%=10 inches to hit second armor. (first armor will reduce shell penetration, THEN make remain penetration lost 50%)

2. 30*50%=15 inches to hit second armor. (first armor thickness doesn't reduce shell penetration when it got penetrated)

I would know which one is right. can someone explain it?

If I understand it correctly, it means that a shell will not have more than 50% of its penetration upon encountering the first citadel layer. If I am correct, the function would look something like this:

if pen/2 > cit1 and pen > belt + cit1:
  return true #penetration
return false #non or partial penetration

Importantly, I'm pretty sure citadel armor only covers important systems (machinery, magazines). So if you sacrificed some belt armor to pump up your citadel armor, you'd be keeping the critical systems better protected but making the rest of the ship more vulnerable to being damaged.
