Game freezes on turn after war is declared

I've noticed that the past few patches have really made the game chug when it comes to the AI designing ships, usually this takes the form of when starting a campaign it takes 10+ minutes for the game to simulate the AI designing ships in previous years.

This latest patch seems to have just made the AI divide by 0 when designing ships as with the aforementioned long AI design times, when war is declared and the budget bloats up to 10x the AI goes ham with ship designs and the turn after gets stuck on the "Building New Ships" tab. And it is true and well stuck since I was able to shave, go make dinner, eat it and come back after 40 minutes and it's still stuck on "Building New Ships", my only guess is that the AI is partying with the increased budget. And I don't have some crummy laptop processor, my CPU is a 3900x, if that takes 40+ minutes to process what the AI is doing, something is seriously screwy.

I've had the same thing and allowed it to run overnight for over 8 hours, it never completed. For my system it's entirely repeatable with French 1890 or 1900 campaigns and when I'm going to war with Austria-Hungary. Doesn't seem to happen when the AI Britain and AI Germany go to war which has consistently happened before my war starts. Given my specs, if it can't complete in a few minutes then there's likely something gone awry.

 

It is worth also noting that this is a soft-lock really, I can use the menu to exit back to the main menu and attempt to load the save. Sometimes I am able to load the save (others get stuck at "....Other....."), and when I do it is the turn before the soft lock. Upon ending the turn, it soft locks identically.
