A few suggestions to improve the realism:
Weaken the destroyers of 1890 and 1900, reduce their size, resistance to damage and flooding. Destroyers of that time were not able to attack intact large warships on the high seas during a squadron battle, as a rule, they simply could not fight on the high seas, especially in rough seas.
To give later destroyers and cruisers the ability to fire torpedoes at selected areas and directions, and not just at a specific target - as has happened since the First World War.
Allow artillery and torpedo tubes to track the selected target without opening fire.
To enable artillery ships to fire at several different targets with the same caliber at the same time, including from different sides - as it happened in reality.
Shooting torpedoes between battleships is nonsense, in history such attempts were, of course, with zero result.

Yet they were made, and the number of battleship vs. battleship fleet actions that actually happened in the era of the battleship torpedo battery is an extremely limited sample.

This tends to be an overly effective tactic in game because the early torpedoes are far more accurate and reliable than they were in reality and the damage model does not introduce any additional vulnerabilities from space under the waterline dedicated to torpedo flats.
