Global map and Guilds [War Server]

Hello there!
We are few (group of fewer than 10 players), PVP-server
Shortly. Dear dev's team could you think about some next ideas:


- connect the quantity of owned towns/cities (settlement here and below) to quantity of members in the guild. As example started from 10 or fewer members guild can have only 1 settlement, and than each 10 members more provide to the guild to take and control more settlements.
The idea gives players to travel around a global map and settles in more different regions to avoid isolation, open a global target for the small groups to have own base, plan better for the big guilds what settlements and were to control, be a game more realistic with most neutral settlements.

- the payment to control settlements takes automatically and in the same proportion from each member of the guild and depends on the quantity and sizes of the settlements. Payment for the one settlement has to be affordable for the guild with less than 10 members.

- the taxation from settlements collected in the capital of a group of settlements and do not depend on nations what control it. Should be fixed with an option to collect or not to avoid a situation when the nation which controlled capital push out by high tax the small guild in nearby settlements.

- the already controlled by nation small settlement could not be taken by other nation until the time when the owner refused or cannot to pay the tax to capital. Control panel of the settlement provides the option to refuse capital taxation and if switched on it automatically makes aggression and open port battle with choice of time by the owner of settlement. If no players come to the port battle from the capital side than capital send a small group of NPC ships for the first time, and NPC group will scale in bigger for the next 3 port battles. After 3 waves (each week) the capital stop sending NPC for a month but the aggression and port battle still be open till the refugees agreed to pay tax (switch off the option). In that case, the refugees will pay double or triple tax what depends on how many weeks they resist and pay for each sunken NPC ship. If port battle happens without no players from the refugee side settlement drops status to neutral and the owner lost control.
