Requiring Byzantine and SPQR Flag in DLC Flags

as a spiritual Roman this requirement could be understandable, right? otherwise a flag customize tool will be needed -
even the targed has been demobilized, torpedoes will still be launch with a wide spread salvo angle. this is unthinkable. i think there should be a function to adjust salvo angle like what they have in history, otherwise it was only waste of ammo
