There are certain aspects of the game that are very poorly optimized. You can get a very good experience at med-high settings with mid-range components very easily. Something like an i5-3xxx or newer and a GTX 970 would give you great performance at 1080p on high settings. However, forget about ultra (everything maxed) on anything above 1080p. I run on a 4790k and GTX 1080 (all OC'd on a custom loop) at 3440x1440 and there are a couple graphics settings that when turned up will tank my fps in to the 20's just on OW, AA and shadow quality being among them. You'll have to fiddle with the settings yourself once you get a setup, but any decent mid-range gaming rig will run this game very well, just not maxxed.
