Im not sure about % but found turn cap on Endymion (3.12) and Consti (2.86) but had to be in the game to check and compare it with initial numbers

Making half the map non capturable creates dead zones only people there will be odd traders (except ones with resources we want as they will be middle map). And people looking for safe missions meaning hunters won't look there unless they wanna gank some care bear pvers on a pvp server...so generally I don't like it I get the idea of a bigger buffer zone around capitals and that's about it tbh..
as far as I understand you will be able to take control (taxes, access) so called non capturable nation ports and use it within war company members (at the same time with members of nation the port belongs to)

Chartered war companies are basically battle groups for clans. Battle groups solved a lot of problems with alts and griefing (not all but most). Call this clan alliances and it suddenly looks better.
but to avoid forming big coalitions will you disallow joining 3rd parties into OW battles? So if there is battle between some two Chartered war companies only members of those will be able to join?
PB will be limited to only 2 war companies of course but screening etc is also important

As for building upgrades in this new scenario I suggest to allow buy crucial and rare materials for perm upgrades/refits only through manual buy (not placed contract). That will encourage people to travel and search ports with traders... in other case best upgrades will be exclusive for certain nation only

Remember the tax is on production too so if someone has an Oak forest in that port at the tax rate is 10% and it costs 72g to harvest 1 log then the port is making 7.2g per log harvested. That soon mounts up to a hell of a lot of gold, I dont think you need other incentives to own ports.
edit: at least I think that is how the tax system will work.
Im not sure since when you sell ship 10% of what that tax would be... if tax is 10% and I will sell 9 logs then tax collector will get 0 or 1 of course Im messing now... but I think they've meant gold...

you can also add in conqerable ports where rare woods are spawning possibility of building rare forests to War Companies members who own that port...also cobat mark income cause just gold tax income is not really attractive...

My suggestion:
All nations have same amount of ports around capital (dont know 7-10 closest ones)... rest are freeports.
War company if made from only members of same nation can use freeports and that nation ports (and contest them).
If War Company includes different nation members then that War Company can use and contest freeports only.
If captain is not a member of War Company can go into every Port. That captain can do PVP also but only if not within Nations or Pirates Counties area (only on open waters and around freeports).War Company members can PVP everywhere... but within National and PIrate Counties Waters only against other War Companies...
NON War Company captain is safe on Nation/Pirate area waters...
Shipyard lvl3, building and docking 1-3 rates only possible in Freeports

if they have to rethink then we are going back where we start... and chosen Nation experience matters as what devs explained want to fix with that new mechanic...

so I'm not in war company... sailing to Mortimer as swedish (or to Danes, Dutch wherever)... grief new players then hide into port because I can go into every port as long as Im not in war company... or what open waters means? Not within certain Nation County?

I think they dont know that yet... its confused because if pirate memebers and lets say brit members would be in same war party brits couldnt go into pirate ports and pirates into brit ports... but as war party they could use those 2 different nation ports so if you have members from all nation in your war party all ports are accessible for your team (which I think is not the goal?...resource access, ships, weapons etc should be limited on warpath I think)

I assume standings mechanic between companies (sounds way more better than clan ) will be added?

I was out of the game for more than a year. Can someone tell me how wipe process for release will look like? Will we get xp and craft wipe as well or just assets, books etc?
