Pay to win is a mobile game scourge that I never want to see infest a real desktop game, but I don't think there would be anything wrong with purchasing "commissions" (rank) or existing ships. All of this is achievable in game if you play long enough and it would be good for the casual, older gamer who has more money to burn but a lot less time to play. For "fairness" purposes, I'd limit both the ranks and ships available for purchase. For example, a casual gamer (and history buff) will probably never get to sail a fully crewed Constitution, but if he's willing to burn (hypothetical prices) 40 dollars on a Flag Captain's commission and 10 bucks on an exceptional Constitution, he can have it right now.
