I'm trying to make a new radar, namely the Gen4 radar after I added it to the textasset technology the radar still doesn't appear in the game, are there any text assets that I need to change?

there's also components text asset that's responsible for AI usage of components, their obsoletion condition and general appearance in selected group.

to make descriptions (in english) you have to use english.lng, linking between the addressing names.

I've tried adding it in component assets but it becomes infinite loading and where do I get the english.ing file?

infinite loading simply means you made a formatting error somewhere, usually missing a comma when the game is stuck finding non-existent things.
