Following torpedo boat seems to take a long time to fire

I'm playing the Torpedo Basics mission and I am noticing something which I don't know if it is a bug or normal behavior. My two torpedo boats are in line ahead, fighting a battleship. I have set the torpedo firing mode to aggressive and the lead boat has responded by launching its torpedoes. However, the second boat, which seems to be in range and has the target bearing sufficient to allow launching, doesn't want to launch until quite a time after the first boat. I've seen this happen three times now. Am I just not noticing that something is delaying the second boat from launching, or is this a known issue? Thanks for any help.
