After I receive the link of the launcher, it cannot open up, the page continuously said not able to reached

Hey is anyone encountered failing buying sessions, I enetered the billing information and after that the new tab shows said need to debit small amount to verification and I didn't get the notifications and the debit, and the payment is not successful in the end. Anyone knows how to solve that?
