[Increasing Power - Unfinished Fort]

In my latest game, when I went to complete the Increasing Power objective - when I got to the location of the other "tribe", it was in an unfinished fort. There wasn't a camp-fire anywhere. There are unfinished walls, and stacks of wood everywhere...

 

Anyone seen this before????
