Just created a simple website with a port timers quadrant.
It's simply awesome to finally have an API
BTW, What charset is it encoded in? UTF-8 seems to be unable to read the special characters :S

This is how RACC feels about spain being crushed.
Screw the regular spanish players, we have alts that can buy from other nations.
These are the people who started this war, and now they let you burn.

We just tried to do things as we thought that would be better for the nation, but at every point in the road someone put a stick into our wheels. That is why we just leave Spain to be able to keep fighting you as we have always done. That is what we find attractive in this game.

You sir, have apparently never worked a day in a legal field. Right or wrong, It was a mechanic that is questionable I agree. However, it's not an exploit nor is it against the rules for a player to buy a flag on a nation he has a character on. (Even if he doesn't use it) At most it's a dick move and needs to be addressed. That my good friend is a fact.
That's like saying a Nation cannot buy 2 flags at once to confuse the enemy faction to choose which port they're actually going to hit. While yes, it's a completely different tactic than the one we have here but it still means 1 of those capture windows are used up for the day.
+1, Game mechanics gone rogue, sort it with a fix and clarify that it's not permitted (officially).

IMHO, this "exploit", and I find it way too hard to call it that, was a clever use of game mechanics and should not be even punished.
What should be done is to modify the mechanics to avoid somehitng this stupid to happen again. Having the flag bearer to need a bigger ship is a good start, but IMO there should be some more limitations:
- Bearer should have a high enough rank to enter the battle
- Bearer should be in a clan: not that I hate clanless people, but conquering stuff requires organisation and that's what clans are supposed to be there for
If you really want to punish the guy / guys, I'd go with a warning and a ban for the next port attack blocking offense by anyone.

Let's keep this simple, Spanish and British couldn't get to an agreement because of fuckups in both sides.
Britain has a lot more population and on top of that, it is better spread around the timezones, but Spanish guys are relentless and love a fight (at least my guys ).
Conclusion: Let's fight and have fun, wasn't this a war game?

Remove the need for the flag to be physically delivered, but introduced a variable timer between the flag purchase and the battle starting, based on the distance from the port the flag was purchased at.
That's ridiculous, flag interception is and should be a valid tactic. Period.

I don't personally like the fact that you can block a port capture buying a flag like that, but IMHO that is not the worst problem right now. It could be fixed limiting the minimum rank that can buy flags.
This is a beta, these things are useful for the devs to improve the mechanics if they manage to learn from them.

My suggestions:
-Make port timers dual, 6 or 12 hours apart (For instance 5pm - 11pm or 5pm - 5am)
-Give extra XP to underpopulated nations son more people is willing to join them
-Diplomacy and alliances system, faction and clan based. Make it so a clan can ally with a nation, a nation with another one, and so on.
-Voting system for faction decision making, even the selection of a high admiral or something like that would be great.
The points exposed by the OP are quite good, but i'd leave out anything that limits player freedom.
