Task Groups by AI seem to weak

I feel I rarely see taskforces by the AI that are strong enough to oppose a player that groups 30-40k tonnage into a task force. At least I am continuously facing much smaller opponents, from France (playing as Austria) and they are always completely outgunned and easily sunk, despite actually having much larger fleets they seem to keep it in way to small groups and are just destroyed piecemeal.
