Can view but cannot post; old member

Hello,

I'm been on this forum since 2015.  I went inactive for some period.  Now, I'm trying to get back into Naval Action as a returning player.  I wanted to post a question, and I'm finding that this is the only section of the forum in which I am allowed to post (at least a new topic). 

It doesn't look like I made any bad posts nor any frequent spammy posts.  So, what might be the problem?

Ohh. I see now a message about Steam being the primary forum now.  Perhaps that is the answer to my question?
