Port/Starboard weight offset

I've seen a few problems with port and starboard weight offset. Mostly with the casemates for the Advance Tower XII as well as Dreadnought hull II. 

I have not dig to much yet, but it looks like it happens sometimes. With Germany in 1925 but not with Italy 29. 

With the Advance Tower is 90% of the times with the bow facing casemates. 

With the Dreadnought hull II is also some of the bow casemates 

If someone can check please report the bug.
