Privateer fleet changes in latest patch?

After the latest patch, there were no mentions of priv fleets being changed save for their speed. However I can say for sure they are now very much harder and hit more like elites. 

Is there any patch notes about this change?

Is there a reason behind the change?

We noticed they have less crew (normal crew amounts) but are harder to pen and maybe more HP

Possibly that happened because of change with NPC raiders - they also have close to normal crew (400+ men on Indiaman) and more hard to kill. And they didn't drop chests now.

We removed the -15% thickness penalty that was added by mistake and made them too easy to farm. 
We also remove the -20% hp penalty (they were softer than even OW simple bots that have +20% hp to compensate for lack of repairs)

What are the reason for the change of the privateer fleets?

@admin could you check that this hasn’t been accidently done for exam number 4, the second ship seems very overpowered and buffed, similar to these values you’ve posted.

Second ship is faster, more damaging and has tons more of HP than your ship, and the AI is at raider level, the exam seems as challenging as the final exam.

Well those should be about "NPC port battle raiders". In any words: the raiders which attacks ports....resulting in port battles defences. Thats what I imagine as "NPC port battle raider". Not a "privateers", which are defenders of capitol teritory. 

Would have appreciated more precise wording so I would have not lost seasoned ship, but hey, virtual pixels anyway. 

Looking forward on checking their speed, they are definitelly faster now, not slower (at least two days ago that is, havent done them today)

We cannot recall seeing AI shoot at masts or sails in PvE Peace Server.

Yesterday we saw a L' Ocean and a Victory lose all 3 masts to long range AI sniping.  Is this a new feature for Privateer Fleets?
