Letter of Marque

Letters of Marques were ever proposed, several times, by several players, as a possible solution for diverse concerns.

Let's imagine, propose, discuss, contest what could be the rules for that historical feature. Let's try and avoid exploits on this, find a way to get profit and no loss.

My "vision" for that should be:

  • Clan creator and diplomats can provide a Letter of Marque to another clan
  • Clan creators and clan diplomats of both clans can revoke it
  • There is no time duration for the letter of marque. It is in force until revocation.
  • The effect of the Letter of marque between two clans is mutual.
  • Both clans have to pay a tax of 10k doubloons to their country administration.
  • When the letter of marque is in force, the players of both clans cannot attack eachothers. They can mutually see their names and clan names in Open World.
  • When the letter of marque is in force, the players of both clans can be added in friendly clan list and participate to eachother's PB's.

Problem to be solved

  • Avoid creation of super-mega groups again, players all willing to be added to the dominant nation of that moment.
  • Probably to be set-up at the same moment as a nation alliance system.

clan wars do not work well with he fabric of instanced 2 sided combat from the design perspective. There is already too many rules and rings to add more. 
For example
clans are allied
sail together
and see a battle against their nation.. who do they join? how does it work if they join both sides?

Its like outlaw battles but in reverse. Not going to work because 10 jerks or exploiters will ruin it for everyone.

Hmmm...but could a NATION issue a letter of marque to another NATION...and get the benefits outlined above? Be an easy way to get to alliances?

There was nothing wrong with outlaw battles, maybe if you actually punished the exploiters instead of just dropping the code it wouldn't been a problem as they all where known alts doing it right in front of folks tagging others to drag them into battles for there main Nationals.

Personnelly I think all pirates should be counted as outlaw and there is no such thing as green on green with them even if they are on the same side of OW battle.   Same should prob go for other nations that join the same side.  IF you want to green on them than you can.  The only time Green on green should be illegal is if your in the same nation.  Than it should auto make you a pirate just like it use to be.   Make it so this is the only way to become a pirate in game and forge papers are only for going to a nation.  

Ya'll wasted so much time bringin in nations that shouldn't be here when ya'll could of just gave pirates the same mechanics and a lot of us would of been happy.

I’ve also long been a proponent of Letters of Marque but I’m afraid the mechanism you’ve described might be too much coding for the Devs to ever devote enough time to get it done. @admin also stated clan wars can’t happen under current design. So...

What about if a Letter of Marque was like a very temporary Forged Paper? Clan buys a Letter which can be given to another nation’s player. That player uses the Letter and becomes for all intents and purposes a member of that nation for the rest of that day plus the next day. Issuing clan can then invite the Letter holder to be a clan member allowing him to participate in hostility and port battles. After the second maintenance, he reverts to his original nation and clan.

Pro

1. Smaller nation could bump their numbers temporarily.

2. Perhaps this could be a mechanic to finally make Pirates unique.

3. Player decided, but very temporary, alliances.

Potential problems or exploits:

1. Could be confusing causing some players if not careful to be locked out of their own nations ports and ships temporarily if they don’t properly prepare in advance.

2. Could be used to facilitate nation switching, making it easier to move goods/ships to “foreign” ports before using the DLC forged papers.

3. Clan creator would probably not be able to use the Letter and temporarily switch nation because it would orphan a clan.

4. Could be used to place enemy behind the lines allowing a Marque holder to be a rogue nation or clan and run up hostility and port battle his “permanent” nations port.

5. Letter holder would not be able to help his own, original nation for a short time.

@admin adding to this outlaw battles was exploited because of R zone, but you removed that and we  will have aggressive AI soon,  so the exploit about outlaw battles are actually fixed
